Second, it anchors prediction markets within an existing licensing framework (betting intermediary) rather than creating a new one. Third, it makes clear that operating without a UKGC license carries criminal liability.

    The practical consequence is that any platform wanting to offer prediction markets to UK consumers needs a betting intermediary license from the UKGC, regardless of how the platform describes itself. This is the path Matchbook Predictions followed when it launched in January 2026 under its existing exchange license, and the framework Betfair would use if it rolls out Betfair Predicts more broadly.

    Political Betting: The Exception That Proves the Rule

The researchers classified hundreds of users as arbitrage participants, but the profit concentration mirrors the smart money signals pattern: a small number of sophisticated, automated participants extract the majority of available value.

    For a manual trader, the honest math looks like this: you will occasionally find a gap worth $5 to $20 on a few hundred dollars of capital. The gap will sometimes close before you execute the second leg. Fees will sometimes eat the remaining margin. The strategy works in theory and in code. It rarely works at scale with a browser and a phone.

    In a recent cross-platform arbitrage play on a political contract. Polymarket had YES at $0.58, Kalshi had YES at $0.67, which meant I could buy Polymarket YES and Kalshi NO ($0.33) for a combined $0.91 and collect $1.00 regardless of outcome.     When the “smart money” signal you are following is actually insider information, your edge is not analysis. It is proximity to a source you do not have.

    Copy trading (generally) does not scale.

    Step 6: Set an exit before entry.

    Whale tracking tells you when to get in. It does not tell you when to get out. Before you enter a position based on smart money signals, define your exit: a price target, a time threshold, or a news event that would invalidate the thesis.

    Political prediction markets exist because of a landmark legal battle between Kalshi and the CFTC. Understanding that history helps you assess where the regulatory environment is headed.

    In 2023, Kalshi applied to list contracts on which party would control Congress. The CFTC rejected the application, arguing that political event contracts constituted illegal “gaming” under the Commodity Exchange Act.     That ruling opened the floodgates.     The critical distinction: most state actions target sports event contracts specifically. Political prediction markets have faced less direct state opposition, with the notable exception of Illinois and Nevada, whose laws may cover election contracts.
